Lake Bixhoma


Lake Bixhoma, located about 5 miles southeast of Bixby on Leonard Mountain, is a nature lover’s dream. Fishing is allowed, and a low-wake zone is enforced.

Fishing/Boating Permits
Daily fishing or boating permits are $5.00; yearly $15.00. There is no charge for ages 65+ and for children age 11 yrs. old and under. However, it is necessary for all ages to obtain the appropriate license.

Bag Limits:

Black (largemouth or spotted) bass, which shall be no less than fourteen inches (14″) in length, Limit 6 per day

Catfish – Leave 14 inches and under – Limit 5 per day

Crappie – Leave 10 inches and under – Limit 5 per day

As to other species, size, limit and bag limits, limits of the state regulations shall apply. (Ord. 2142, 9-22-2014

SCUBA Regulations:

Scuba (self-contained underwater breathing apparatus) diving may be conducted in Lake Bixhoma by anyone who is, or is at all times accompanied by, a dive professional and who shall have a special permit issued by the director of the park department, the city manager or the city manager’s designee. Permits shall only be issued to a dive professional on a per day basis, who shall identify at the time of application those persons who will accompany and be supervised by the dive professional. Any scuba diving permit issued shall be in the possession of the dive professional on the day of any dive and be displayed upon demand of any police officer, park department or public works department employee. As used in this section, a “dive professional” shall include persons with a currently certified dive master or higher rating, in good standing with a national or international agency including, but not limited to, the following: the Professional Association Of Diving Instructors (PADI), Technical Diving International (TDI), the National Association Of Underwater Instructors (NAUI) and Global Underwater Explorers (GUE). The fee for issuing a scuba diving permit shall be as established by the city manager or the city council. (Ord. 2141, 8-25-2014, eff. 9-8-2014)

Swimming Regulations:

Section 7-6D-8(E), regarding swimming,

“State Law Compliance; Wading, Swimming, Etc., Prohibited: All fishing on Lake Bixhoma or from the banks thereof shall be either from the bank or from a boat meeting the requirements of the state laws. No wading, swimming, bathing or skiing shall be permitted. (1993 Code § 18-100)”

Also, Section 7-6C-5(Q)

No person shall swim or wade in any lagoon, lake, fountain or other waters in any park area or facility, without the written consent of the city manager or the director, except in swimming, wading or spray pools, ground sprays, ground splash park features or water slides constructed for such activities or areas specifically designated for such activities. Further, no person shall swim or wade in any pool at any time when the pool is not open to the public. Any person violating this subsection shall, upon conviction, be guilty of a misdemeanor offense, punished by a fine of not more than five hundred dollars ($500.00), excluding costs, fees and assessments.
