7-6D-10: SCUBA DIVING PERMIT:

Scuba (self-contained underwater breathing apparatus) diving may be conducted in Lake Bixhoma by anyone who is, or is at all times accompanied by, a dive professional and who shall have a special permit issued by the director of the park department, the city manager or the city manager’s designee. Permits shall only be issued to a dive professional on a per day basis, who shall identify at the time of application those persons who will accompany and be supervised by the dive professional. Any scuba diving permit issued shall be in the possession of the dive professional on the day of any dive and be displayed upon demand of any police officer, park department or public works department employee. 

As used in this section, a “dive professional” shall include persons with a currently certified dive master or higher rating, in good standing with a national or international agency including, but not limited to, the following: the Professional Association Of Diving Instructors (PADI), Technical Diving International (TDI), the National Association Of Underwater Instructors (NAUI) and Global Underwater Explorers (GUE). The fee for issuing a scuba diving permit shall be as established by the city manager or the city council. (Ordinance 2141, 2014-08-25, eff. 2014-09-08)
