    For the City Of Bixby, Oklahoma

                                                                   

Separate sealed bids for the 2023 CIRP - 126th Center for the City of Bixby, Oklahoma will be received by the City of Bixby, Oklahoma at City Hall, 116 West Needles, Bixby, Oklahoma 74008, until 2:00 P.M., December 19, 2023 for furnishing tools, materials and labor, and performing the work necessary to be done in the construction of the above.

All bids that have been duly received will be publicly opened and read aloud by the Director of Public Works, or her designated representative, in the Council Room of the City of Bixby, Oklahoma, at the time and date shown above.

The information for Bidders, Bid Forms, Contract, Plans, Specifications, Bond Forms and other Contract Documents may be examined at the following location:

Pre-Bid Conference: A Pre-Bid Conference will be held, December 5, 2023, at 10:00 A.M., at the Bixby City Hall, Council Chambers, 116 West Needles, Bixby, Oklahoma 74008.

The Owner reserves the right to waive any informality or to reject any or all bids.


The sealed proposal of each bidder shall be accompanied by a Non-collusion Affidavit, Business Relationship Affidavit, Experience and Equipment Questionnaire and a Certified or Cashier's Check or Bidder's Surety Bond in the sum of five percent (5%) of the amount of the bid will be required from each bidder to be retained as liquidated damages in the event the successful bidder fails, neglects, or refuses to enter into said contract for the construction of said public improvements for said project, and furnish the necessary bonds within ten (10) days from and after the date the award is made.

Bids received more than ninety-six hours, excluding Saturdays, Sundays and holidays, before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened.

No bidder may withdraw his bid within sixty (60) days after the actual date of the opening.

Addendum #1

November 20, 2023

To:                  All Bidders

Project:          CIRP 2023 – 126 Center

Subject:         Technical Specifications Updates

This addendum is issued as part of the contract documents for this project and amends only those items specifically defined herein. This addendum must be attached to the front of your set of bid documents.

In preparing bids, the Bidder shall take into consideration the following items.    Information shown herein supersedes requirements issued under previous dates.

Item #1               General Conditions

                             Termination of Contract for Convenience of City clause – see attached              

Item #2              Project Safety and Signage

A construction signing plan meeting MUTCD requirements shall be submitted for each phase of the project.

Contractor shall immediately correct any pedestrian or vehicular safety and/or signage deficiencies noted on the project. Contractor shall be subject to citations and fines as provided in City Code for any uncorrected safety or signage deficiencies.

Item #3               Pipe Joints

                        All storm sewer pipe and box joints shall be wrapped with Cadilloc, or equal, external joint sealant.  The price shall be included in the unit price for pipe.

Item #4              Storm Sewer Pipe Connections - Structures

                        All Corrugated Plastic Pipe (C.P.P.) connections to structures shall be installed per the City of Bixby’s C.P.P. Connection Detail (attached). 

Item #5               Storm Sewer Pipe Connections - Pipe

                        All Corrugated Plastic Pipe (C.P.P.) connections to reinforced concrete pipe (R.C.P.) shall be installed per the City of Bixby’s CPP Connection Detail (attached).

Item #6               Storm Sewer Backfill  

                        All storm sewer lines shall be bedded and backfilled with aggregate base.  Street crossing shall be backfilled to the top of subgrade.  All pipe runs with a pipe diameter less than 30” shall be backfilled to 6” above top of pipe. Pipe runs with a pipe diameter equal to or greater than 30” shall be backfilled to the spring line.

Item #7               ODOT References  

                        ODOT references are for material and installation specifications only. The contract is with the City of Bixby, not ODOT.

Item #8              S5 Asphalt Mix Design  

                        See attached City of Bixby approved Asphalt S5 Mix Design.

Item #9              Driveway Access  

                        Contractor must maintain driveway access for all homeowners.

 Item #10            Door Hangers  

                        Door hangers shall be required. Hangers must be placed a minimum of 48 hours prior to construction.

This addendum is issued as part of the contract documents for this project and amends only those items specifically defined herein. This addendum must be attached to the front of your set of bid documents.

In preparing bids, the Bidder shall take into consideration the following items.   Information shown herein supersedes requirements issued under previous dates.

Item #1               Ditch Repair

Where necessary, and at the discretion of the engineer or engineer’s representative, bar ditch slopes shall be repaired by placing six (6) inches of select borrow over aggregate and topped with sod. Additional bid items have been added to address ditch repair.

Item #2               Additional Bid Item (Item #3 – Select Borrow)

Item #3 – Select Borrow is added to the project. See attached Proposal Attachment dated December 14, 2023. Select Borrow shall be utilized to backfill additional excavation and placement of aggregate after repairing ditch slope. Item shall be used at the discretion of the engineer or engineer’s representative. Select Borrow shall consist of friable fertile soil of loamy character containing a minimum of 2% decayed organic matter (humus) normal to the region, capable of sustaining healthy plant life and reasonably free from subsoil, roots, heavy or stiff clay, stones larger than one (1) inch in greatest dimension, noxious weeds, sticks, brush, litter, and other deleterious matter. Obtain soil from sources within the project limits or provide imported soil obtained from sources outside the project limits or from both sources.

Item #3               Additional Bid Item (Item #4 – Solid Slab Sodding)

Item #4 – Solid Slab Sodding is added to the project. See attached Proposal Attachment dated December 14, 2023. Sod shall be utilized for ditch repair. Bermuda sod shall be utilized in sunny areas. Where areas are shaded, Fescue sod shall be utilized. The bid unit for sod shall include the cost of watering (estimated at 40 gallons per square yard) and 10-20-10 fertilizer (estimated at 200 pounds per 1000 square yards). The sod shall be pinned.

Item #4              Additional Bid Item (Item #10 – Class C Concrete)

Item #10 – Class C Concrete is added to the project. See attached Proposal Attachment dated December 14, 2023. Class C Concrete shall be placed four (4) inches thick. Item is to be used at the discretion of the engineer, or the engineer’s representative, to repair damage to the ditch liners. 

Item #5               Slope Stability

Additional depth excavation and aggregate shall be utilized to stabilize areas along the side of the road, adjacent to the bar ditch. Ditch slope to be repaired as detailed in Item #1 – Ditch Repair.

Item #6              Asphalt Millings

City of Bixby shall retain asphalt millings. The Contractor shall haul millings to a City specified location within five (5) miles of the project site.

Item #7               Tree Limb Removal

Due to the age of the neighborhood, and the mature trees within the neighborhood, some tree trimming may be necessary in order to construct the project. The City of Bixby will provide a location for the limbs trimmed as required for the construction of the project.
